I have just purchased the 10D and a used EF 28-70 3.5-4.5 mkll for it. I understand that this older lense was originally designed for 35mm? If so are there any limitations/quality issues versus purchasing a newer lense designed for the digital EOS SLR's?

No
In fact with the sensor being smaller than 35mm film frame you will end up with better quality because you are only using the "sweet" spot of the lens.
Most of Canon's EF lenses are designed for either 35mm or digital.
Only the EF-S lenses are designed for the smaller sensors found on some of the canon digital cameras.

Another issue might be the coating of the lenses.
As digital sensors are more reflective than film, some manufacturers claim that their lenses are specially coated to eliminate reflection from the sensor.
Haven't heard that mentioned as a major advantage from real life photographers, however.

Like Andy said, the coatings are the main difference, to cut down on lens flare. But, I'd also be concerned with the less expensive zooms being outresolved by the 10D, which has about the same pixel density as the 1Ds Mk II (both have roughly 18K pixels per sq mm sensors). Outdoors and stopped down it might be ok, but I'd say if you decide that focal range works well for you, get the Tamron 28-75mm to replace it as soon as you can for around $200 more, which will produce much better results in most cases.

digital designed lenses are generally intended to compensate for the smaller sensors to give a wider view after the crop factor. w/ canon - there goals of making these digital only ef-s lenses are for the "consumer" line of dslr's they offer which have the 1.6x crop... you notice that there are no "digital designed" lenses for the 1 series of dslr's
