Whilst I know that there are many ways in which to do this I thought I'd add the way in which I normally execute this process. As in the one which I've posted at this thread:

Open the image.
Convert to B&W (you can leave it as a colour image and tone into it)
1. On the keyboard hit: ALT- CTRL-SHIFT~ (the Tild or little squiggle above the hatch # symbol) all at the same time. This selects the lighter parts of the image.
2. Now press: CTRL-SHIFT-I to reverse the selection.
3. Go to Layer / New Fill Layer-Solid color Select a colour using the slider or whatever. (you can alter this later by double clicking on the layer in the layers palet)
4. Change the Layer Blend to Multiply or one of the other modes, its interesting to play with different modes at this point the possibilities are endless.
