I live in San Francisco and have a young friend visiting from Germany. He bought a subject Bower lens in Chinatown today and paid over $200 for it. I am having a difficult time finding it on the internet and smell a rat. Anybody know anything about these lenses?

I couldn't find anything of that description either, but you're right to smell a rat. Having said that, I would not share your concerns with your friend, unless he can return it -- unlikely in any Chinatown on earth (I live in Hong Kong).
Don't make him feel bad by researching it and finding out that it was only $50 and prove him a fool. Sometimes ignorance is bliss and the best thing a friend can say is nothing.
I have a feeling that this is one of those times.
Cheers,
Don

there a kenko .38x WA lens for $79 :

if there's a kenko for $79, I guess a 'noname' isn't worth them...
found it like this : http://www.google.com/search?hl=en&q=0.38x+wide+angle+canon

I have Macro Bower 30-37 for my digital camera and it fits a Sony digital. He's lucky he only paid $200. I paid $1500 for mine.

Check out the images he makes with it to determine whether it was worth it.
I'd be a bit reluctant about any 0.37 wide angle converter, as I've just never seen any converter that wide that delivered decent images without horrible distortions, especially in the corners.
If the lens has the wide angle and no distortions, it might be worth the money.
Best regards,
Andy

Hey,
I know this is really late but I just happened onto this old thread. For anyone interested in the Bower .38 distortion free lens, I can highly recommend it. I use it on my Fuji s7000 and love the results.
Here's an example of what it can do close up ..enlarge it to get a better idea:

This whole album was shot using that lens, which on my 70-210 gives me the equivalent of 13-80. I shot mostly at the 6mp setting and all were jpgs.

I'm in my third year with it and thousands of photos. I belive I paid about $125.00 for it at a camera shop in Las Vegas, and for me it was the best $125.00 I ever spent on glass. With the range it offers it is a great 'walk around' lens, enabling everything from striking wide angle shots to moderate portrait range. I often shoot at the 12mp setting on the Fuji and have had 20 x 30 prints made which turned out great. ( I do use 'Noiseware' on some photos to eliminate noise, particularly in lower light conditions. That program virtually eliminates it and leaves the photo clear and sharp.). I only wish the lens was available in a 55mm instead of 52, as the 52 is 3mm less that ideal for my Fuji, and so at full wide angle I get some vignetting. In some shots that's ok ...for effect, while in others I clone it out in CS2... which is what I did on a few of the car show photos.
Cheers...
