I set my 10d on P and shot in Large jpg format. I took several test indoor shots using my 10D and varied the color temperature setting from 3200 to 7200, default is 5200. No change in my pictures, still a very orange cast under florescent lights.. what am I doing wrong?

What white-balance mode are you in?

Did you set the camera to use the manually-set color temperature (i.e. set the WB to the K symbol)?

Whatever the case, when shooting JPGs under flourescents, a custom white balance is the best way to go. The color temperature of flourescents is too variable.

You need to also set the WB to use Kelvin.
