Does anyone know how to do it with this camera, using the built in flash?
And while we are on the subject of flash, why doesn't this camera have a slow sync setting?

What does slow sync mean?

Perhaps it means it flashes just before the end of the exposure or between beginning and end of the exposure, and not before

Try using AV or TV. Outside use high speed sync.

Set your dial to Tv and select a slow shutter speed.
Unless you were asking about setting the flash to sync with first or second shutter curtain, in which case I don't know about the 400D or if it's even possible.

That is possible within the custom settings

You can't. HS synch in only available on an external Speedlight. The camera will automatically put the flash into "fill mode" in Av and Tv and if the light levels are high enough in P.

Custom function 09 on the 400D is second curtain sync, if that's what you're after.

Is that just the fill flash, then? Wow, thought that was just for night time photography???

Second curtain sync is to alter the effects of subject motion when using flash. In the default "first curtain" sync, the flash fires when the shutter first opens. The effect of this is that you see a flash-exposed subject from the beginning of the exposure and then "trails" as the subject moves after the flash fires.
Second curtain turns this around -- the flash fires at the very end of the exposure, so that the trails will lead up to the flash-exposed subject.
Each of these can have their uses -- it depends on things like the subject, and the direction of motion, and your particular taste. It has less to do with lighting and more to do with subject motion/shutter speed.
