What can we tell about the picture?

Road, cars harring to bring their passingers to desired destination, mountain in the distance, good diagonal perspective and well catched composition of all elements. The only lack here is weak light and a little bluring - photographed with small digital camera.

Wait a little longer for a little less light and try long exposures, to get lines from the headlights. That can improve the image...

I think their purpose is turn off electricy when there is damage on line beneath extreme weather conditions (rain, snow, wind, ice etc.). Correct me from electricy company if I am not right.
