Yes, you can use a 430EZ with your 400D. I used to use my old 430EZ with my 10D. You need to set the flash to manual and also set the camera to manual.
The display shows the flash head zoom function. You can set it to manual or auto. With "A Zoom" the flash head will change to match the lens focal length. (24mm to 80 mm)
With straight ahead flash, the flash display will show you the aperture selected on the camera, and also the max range in feet for the amount of flash selected. (Manual 1/1, 1/2, 1/4, 1/8, 1/16, 1/32) The flash range will also change with the ISO setting.
With bounce flash, the flash range and flash head settings disappear. The aperture selected is still displayed and the flash will default to 50mm if in "A Zoom"

Compatibility guide here:

(scroll down)
Here's part of what it says:This combination is not compatible. The camera does not have TTL flash metering technology but the flash unit requires it.
TTL flash metering relies on measuring light bouncing off the surface of film inside the camera, and a digital camera such as this obviously doesn’t have film. The flash unit predates E-TTL technology and so relies on TTL (and A-TTL) automatic flash metering.
The flash unit will fire on some camera bodies if manual flash mode is set on the flash unit. However I don’t have enough information as to which non-TTL camera bodies can trigger which TTL flash units so you’ll have to try it yourself. Generally EOS 1 series digital cameras can trigger older flash units in manual mode but two-digit digital cameras such as the D30 or 10D can’t always. But it varies - my 10D, for example, can fire a 430EZ if the latter is in manual mode.
The bottom line: Can you use that combo? Yes. It is practical? Not really.
