Hear a lot of ogood reviews on the 17-70, and 18-50 2..8 Depends on what you want. Faster or longer range.

Like Andy said, it comes down to if you need the speed or range more. If you decide to go the faster route the tamron 17-50 seems to have more positive reviews then the sigma 18-50, plus you get the one extra MM on the wide end.

is that a macro lens?

Neither is a True macro. Real macros are always primes (not zooms)

"to take pictures" Very vague. Re-read my first post. Tamron, Sigma, and canon all produce EXCELLENT lenses, and some VERY crappy lenses. Depends on what YOU want.

@OP - you realise this is the Macro Talk section of the forum? I think your questions would get better answers in the Lens section. Unless you specifically want to shoot macro... but you need to clarify that.
Before you post there, you'll need to specify what you want to shoot - landscape, portraits, birds, sport etc. What you want to shoot will change the answer of lens recommendations.

As this is the Macro talk section I would recommend the 17-70 as it's close focus "quasi-macro" function is very good. The 18-50 to it's merit does have a constant fast max aperture though.
