Collage Help

I need to find someplace I can have a collage print that I can do a custom layout. I did senior pictures for a client and his mother had a collage that was done of her daughter several years ago and would like on just like it for her son. It appears to be 20" long and 8" wide the black borders are printed as part of the collage. It appears to me that the person who laid it out was able to move the printed black frames around each image where they need them. Would anybody know of a website that this can be done?

Checkout Shutterfly. I had one collage print, though not fully customizable. They have pretty decent template though

Lance, that sounds like something that could be done easily in PS.
