skyline shot - pls critique

hi all.

this is a photo of the beginning of the west gate bridge in melbourne, taken from one the higher buildings in the city - the rialto. usually i'm pretty good in knowing what works and what doesn't for my own photos, but this one just doesn't quite sit right with me and i can't work out why.

initially i liked it, processed it, but now ugh, its not working for me.

would love to get honest critique please

I would probably rotate to the left just a bitto straighten the horizon and smoke towers, but other than that I really like it.
