I have never seen this picture before. Are you sure you actually posted it? If you don't push post, then it won't post.
Not a bad picture. I'd like to see the girl closer though.

I think that there's too much going on in this shot. First of all the time of day is excellent. The colors from the fading light and artificial sources are evocative.
Now the tough stuff: the rail in the foreground has to go. Rather than breaking out a saw or welding torch, try a different position. The boats invite extra scrutiny for a moody composition. The woman makes me wonder what she's doing in the shot. She's not interacting with the boats, which appear to be the main subject. So she's simply a distraction. On the other hand, what a lovely distraction. She too invites more attention. Get closer to her and see what develops. So I see it imperative that you explore different compositions with the boats and with the woman.

Gotta agree with Joe, everything is good except the compostition.
