I bought a frame, it has matting inside of it. It says it fits 40x30cm (or 15.75x11.81in).

I plan on taking 4 smaller images (equal sizes) and printing them on big 40x30cm. However, I also want a nice 1in border around each of the images. What's the best way of going around to do this?

Also, I've never framed anything before. Would it be best to get the lab to print exactly 40x30cm or a little bigger?

You can do this in photo shop or for that matter probably any of the others as well.
Just create a new file that is the end size you want.
Then copy your four images and paste them into you new file.
An if you place each picture on a seperate layer you can move them around individually to get the layout you want.

Yeah I figured on doing that. But I just want to know the best way in photoshop (because I'm such a n00bl3t ;)) to make it completely even and have a nice even border...

Also, I'm still wondering if I should print exactly at 40x30 or more...

If you have a lab print it, make sure you tell them you need the borders. The lab I used "helpfully" cropped off the white borders I carefully added.
