Why do boys get such increadible eyelashes??? What an adorable expression! :)
I think an unsharp mask to bring a little focus to his face and blur out the wrinkles in the background would help a bit... here is a super quick attempt to show you what I mean:

No problem, It was just a quickie so let me try to remember what I did, using Photoshop CS...
I started with cloaning out the scratch on his nose;
Sharpened it with an unsharp mask; softened the background with the smudge tool; brightened the eyes a little; reduced noice with Neat Image; created a layerbehind the picture and made it a tone from the backdrop using the eye dropper; using the marquee I highlighted a square around the baby and selected the inverse so just the edge was selected not the middle, featered the edge and deleted what was in the marquee allowing the colored layer to peek through.
I played with a colored border but felt it got to busy. But I'm still jealous of those lashes :) I hope I gave the info you were looking for if you need clarification feel free to ask :)
