The 40D has a max x-sync speed of 250. If i had access to the (very powerful & expensive) in-house strobe at a hockey game would i be able to shoot faster? I'm thinking that it doesn't matter how powerful or expensive the strobe is, i would not be able to shoot faster than 1/250s. Am i right?

I should add that without the strobe, i would normally shoot at 1/640s and that doesn't absolutely freeze the blade end of a hockey stick in mid-shot. So, i would like to know if shooting at 1/250s with a strobe freeze motion.

Yes, you would still be shooting at 1/250 since strobes doesn't have high speed option. And yes it would freeze motion. There's no ambient light in this case, and motion is stopped with short flash duration not fast shutter time.

Primoz is right. Camera's set shutter speed is not important in freezing the action. Shoot with your max sync speed, f-stop to produce decent field of depth and low iso. With this set up, the strobes will give you a effective shutter speed well in excess of 1/1000, more than enough to freeze action for hockey (sometimes TOO frozen).

Enjoy, I'm sure you'll get some nice shots.
