Will buying a SanDisk Ultra II or Extreme III CompactFlash card improve the shutter lag on a Canon A80 camera

Shutter lag is not due to memory speed. The newer cameras will lag less,but, still lag a bit.

If you want to improve shutter lag on your A80, or any camera, there are a few things you can do:
Focus manually (or pre-focus by holding the shutter button down part-way). Focusing is probably the most time-consuming part of the whole process.
Make sure there's a good, contrasty, subject the camera will find it easy to focus on, so it doesn't "hunt". A well-lit scene helps here, too.
Manually set exposure. While not as time-consuming as focusing in poor conditions, this does take some time.
Use available light, not flash since the camera needs to fire a pre-flash to find correct flash exposure. If you need flash, see if you can manually set your flash power for the situation.
Not all of these will be possible on an A80, but they're the steps you can, in general, take to cut shutter lag.

A faster card will help only in clearing the camera's "buffer" [i]after[/i[ you've taken the picture. If you're shooting in "burst mode", it may help. But remember, the A80 has an effective 2 GB limit for card size.
