I am very much a novice but when I get photos like this that I want to keep....and the photo is adorable....I use the Unsharp mask in Photoshop or Elements...you have either....?? You can also add a bit more contrast to the photos also would be nice....
Such a cute photo......and like I said.....I am so new to learning so I am sure others will have better advice....!! :)

1/16 shutter speed is far too slow for handheld. I'd go 1/30 at a push, preferably 1/60. Next time you could use a tripod at that speed but your subject would have to be very still. I'd push it to 1/30 and use fill flash. That way the flash would freeze the subject while you'll still retain some of the ambient light.
