I don't know how to use Photoshop at all and I need help in removing this green circle on the groom's head. Can it be done?

Just so you don't think you are being ignored - I tried and it's not all that easy. At least for me. Perhaps I'll come back to it again.

Color matching, some multiply, some color burn, and a little healing brush and clone stamp.
Color matched like areas - skin tone for skin tone, borrowed from the neck; blue background for blue background, borrowed from the normally colored areas, hair for hair, borrowed from unaffected area...
Multiply with correct color to darken without adding contrast and saturation...
Color burn with correct color to darken while adding contrast and saturation, used in combination with multiply...
Healing brush to remove lines around flare edges and to blend/remove color casts from other areas...
Clone tool to blend, similar as healing brush...

My method:
1. selection around the flair, create seperate layer from selection.
2. apply curves (specifically the green channel) to reduce the green in the selection until you've matched the surrounding image as close as possible.
3. color match the flair layer from the background layer; adjusiting the color intensity, luminance and fade sliders to get as close a match as possible.
4. use the clone stamp to blend the circular line around the selection.
5. flatten and save.
I would also have to say that if you're a novice at using photoshop, that this would not be a trivial correction.

Form & LeuceDuce those are great edits and thanks for the explanations. I learned some new techniques from you guys. And thanks to the OP for posting this challenge.
edit: But could you explain Color Match in more detail? what steps are used for the color match. I'm using CS3 and Match Color is greyed out when I select the Flair layer; I can select it with the BG layer; but how do I connect the two layers in Match Color?

Use a regular brush and the "color" type (not layer type but brush type). Take a sample of the nearby surrounding like-color area and then brush lightly with 5-20% flow.
I still use CS2.
