The Plus (I) version came as either a receiver unit or a transmitter unit. The Plus II version is a transceiver so it can work as either a receiver, a transmitter or both at the same time.
If using the remotes to actuate a remote camera along with a remote flash, you would only need three Plus II units to accomplish that whereas you would need four units (two receivers and two transmitters) to do the same thing using the original Plus units.

So i can essentially buy the plus(I) transmitter and receiver unit, and then in the future just buy extra plus II receiver's and it would work?

Yes. All PocketWizards work with each other. Just set the channels to the same number.

I wonder how true that statement remains, with the newest model PW which transmits ETTL data!

The new ttl is not out yet, but an educated guess would be that they still should work together in manual mode.
