Ok, I was inspired by ayman's rainy window picture for this one, no shame there. I don't pretend it is as good as his. But I liked the idea. The horizon is centered, but the picture is not about the outside per se, but the outside and inside both.

I sincerely don't know whether I like it or not, it has the appearance of a painting. Is that where you were going with it?

That was my thought originally - a painting, kind of impressionist. I like it. Is this the view out your window? If so then I'm sure you'll have fun trying it under different lighting the next time it rains. Nice work.

Yes I was going for a sort of Monet look. That's actually a view out of my car window there! Thanks for the comments :)

How did you get that paper ragged edge effect? Photoshop? Which effect. I really like this photo.

I played around with one of the chalk brushes' settings, especially adding angle jitter. Shift clicks on the corners, plus some rounding applied. Then I used another brush on 50% gray to selectively reduce the opacity in certain places so as to get that see through effect. Some overall blurring, hard light blend mode.
