help with A40 noise problems again

thanks to all those who looked at previous photos of mine to help with my noise problems. i now know where i was going wrong with those night time shots and the noise has improved considerably.

however, i was up on top of the empire state building on thanksgiving and the link below shows a particularly bad, but representative, noisy photo that i took. where am i going wrong? i have included the exif info if that helps in a diagnosis.

it was VERY windy and EXTREMELY cold, would that influence the camera at all, other then me shaking?
