I am in New York. I had this same dilemma when I took up cycling. When it is too cold to ride. Now, when it is too cold to shoot.... I think right now the temperature is in the single digital. Bright sunny day BTW. Perfect light for shooting. :) I was out yesterday also but the lighting condition was horrible. I got clothes for this weather but shooting for 2 or more hours out in the cold I really don't think whatever I would be wearing it would keep me warm.

It's funny you say it's too cold for riding...
I live in Minnesota and even when the tempertaure is below zero I catch the bus only to see the same two people riding their bike! This is through ice, snow, and -20 degree tempertures!
It's only too cold, or too wet, or too dark, or too stromy, or too hot, or too lazy if that's the way you choose it to be! It's all relative and people use the same excuses for not excersizing or eating right...
NOW, if your like me, I usethat bad weather to read books and improve my knowledeg with lighting, posing, composition and photoshop skills.
When the weather gets nice I'll be ready to kick ass!

Just to change tack a tad, talking of cold weather........do all these modern DSLR's cope with the cold ok ?? ie, are they fine to be using in sub-zero (celsius in N.Z....:)) conditions ?? Hadn't really thought about it until seeing this thread.
Matt.

I shoot in single digits Fahrenheit for an hour or so.

It's never too cold. A DSLR works fine well below zero. I use those instant heat toe warmer and that helps alot. My only problem is when it's very cold and windy! For example, I was going to go out today, where the high will be 6 degrees. However they are talking about winds up to 25 mph so that to me isn't worth it. Not only would it be more uncomfortable, but being so windy makes it tough to get a decent photo, and often there are fewer birds out anyway when it's windy.
