It looks a little like my cat.
My vote would be for elephant seal, although the older bulls have a much more pronounce snout than this one. Maybe this is a young male (or heaven fordid, a female).
The real answer is, I don't know.

I think Marie is right.
Either way it's a great shot.

If it wasn't for the whiskers I would have guessed a wooden carving of a sea lion. Great detail in the shot whatever it may be.

I've never seen your mother in law, but got startled a time or two by a sea lion, while working on fishing boats.

Hey Dandeman . . . we must be related . . . same mother-in-law!
I believe it's a sea lion. We have many of them in California, that one resembles the California Sea Lion. We aslo have smaller Seals, and larger Elephant Seals.
I have a few pics of some from last June that I'll post.

A female Elephant Seal ..........lower part of body looks too large for a Sea lion but I will leave it to the Experts

The sea lion has a smoother triangular shape to the snout. The redundant snout, looks like it's folded down over the mouth, suggests an elephant seal, but it's maybe not exuberant enough for an adult. Looks like a juvenile elephant seal to me. If you want to know male or female, I suggest you put it near another elephant seal and see what happens.

See this thread for a close-up of some elephant seals (California coast variety)
