I have a XSi and moving to the next step which is an external flash.
Based on what I have read there are some key features to look for and want to ensure that I capture most of them.
Here is what I have so far as important features...
- Able to rotate the flash up/down, left/right or even aim it behind you.
- Able to act as a master or a slave
- Able to adjust the flash power
What other features should I ensure to have the flash include?

Well if you're using it for on camera, being able to use Canon's ETTL is a handy way to light without too much input. All adjustments are taken care of for you.
I'd recommend the 430EX.
If you're going off camera, then you need to make some decisions. Do you still want to use ETTL, or will you be making manual decisions. If you are going ETTL, you'll need to stay with Canon's IR system, in which case you'll either need the STE-2, or a 580EX (to control other slaves)
If going off camera, i would go with a cheaper flash unit like Vivitars 285HV, and then find a way to trigger it. (wireless, sync cords...etc. Read lighting 101 at strobist.com for more info)
But you have the basic features nailed down, it just depends on what your needs are.

If I'm not sitaking. You only have 3 to chose from. The 550, 580 and 580II if you want it to me a master. There are deal to be had, but a lor of people are selling the 580 used for 290 and up. Right now teh 580EXII can be had for $360 new, with free shipping.
The best thing to look for on a canon camera is a canon flash. Since you want a master as state abovr that's really your only choice.
