OK so I have an old computer sitting around that was once good but now cant handle even HD videos on youtube. I have since upgraded but want to keep this around for another workstation for light editing and whatever.

It's a P4 2.4GHz
4G RAM
Radeon 9200SE 128mb
XP SP3
ETC..
Etc...

Is there a video card that I can put in that will help out with video editing, CS4, HD video playback on sites like youtube/Vimeo/etc?

Anything for around $150 that will give me a little room to breathe on this old workhorse? I understand that it's only a Pentium 4 but can it be helped?

No, the video card isn't the issue and won't speed things up. A P4 should be fine for web browsing and youtube, I would probably look at reinstalling the OS and see if it goes any faster. I probably wouldn't spend money on a system that old, just save the money for a new one.

The only gain you would get is being able to enable OpenGL acceleration in CS4 if you got a new card and to be honest, it's not really worth it.
