I'll be accepting clients for weddings, events, and engagement pictures by July of this year. But initially I will be doing it for free to build some clientele.
In the mean time, i'm asking some friends who are engaged to be my models to build a portfolio.

My question is, when should I join the PPA? I'm doing these events for free so no revenue coming in to justify more expenses yet. it's $200 a year initially then $323 after 2 yrs.

Can I be sued for providing a free service?

You can be sued for doing nothing. Get PPA just to CYA with their lawyer service before you photograph any weddings.
