Make sure your Caps Lock is not on. If it is, unlock it.

There is the Move Tool at the top of the toolbox, which changes the cursor back to an arrow and the cursor also automatically changes back to an arrow when you move outside the editing window. But, I'm sure you've already seen that so I'm not really sure what you're trying to accomplish. You might try this forum (http://www.photoshopelementsuser.com/forum/) for additional help with PSE3.

Actually all I want to do is get my white arrow cursor back after using the tools so I can right click and copy to clipboard. With out the white arrow I can't get my right click options

Is it after using a tool like crop or move or resize? There's a tick you need to press to confirm your changes that might stop you getting your arrow back.
Also if you want to copy and paste then you need to use the selection tool first, AFAIK. Select the area (or all of the layer) using your rectangular marquee tool then CRTL 'c' to copy, CRTL 'v' to paste.

Well, you got me. I've been trying (without success) to do what you're describing. It's not really anything I've ever done before in any version of PSE, but I never really used the software that much before getting my 20D. Did you try checking on the other forum I gave you the link for? You could also check the Adobe PSE forum.

I use CS, not Elements, but I know they are similar. If you want to save to the clipboard, you need to select. To select the whole project, use cntrl-A that will give you marching abts around your photo. Then click ctrl - C.
At least, I think this answers your question.

In PS Elements 3 you can work in two modes - file browser or edit mode. In browser mode you have a neutroal cursor just as you are trying to find. but in edit mode the cursor reflects whatever edit tool you've selected. There is no arrow (eg, neutral cursor). So you'll never find it. Right-Click (PC equivalent of my Mac's ctrl-click) brings up a menu that's specific to the edit tool, for instance if you select the eyedropper tool, then right-click lets you pick then number of pixels to average, or if you're in the rectangle select tool, right-click allows you to select the layer.
To select an entire image and copy to the clipboard, do what pdrow says, above.
