It has two a ring around the outside...what function does that serve?

One part of the polarizer screws into the front of your lens. The rest of the polarizer will rotate, as you turn it, about the lens axis. The metal ring on the outside is simply a way to hold the polarizing glass in place.

Point it at a blue sky, 90 degrees from the sun, look thru the viewfinder, and turn the ring.
