Looks like they're clamped on to the plywood. I'd imagine the white stuff is paper meant to help camouflage the whole setup although it isn't helping much.

I'm going to go with them being supported by magic, and the white stuff is ectoplasm from the ghosts who are operating the cameras.

Seriously though, there is probably something down to the right that they are clampled on.

The white "wrapping" is probably plastic garbage bag material used to protect cable connections from the elements.

We use the same method for protecting cable connections in television.
