I'm fascinated by the effect this artist uses on many of her photos. It seems to involve an overlay of some sort. I've seen it used by others and I'd love to try it. Can anyone suggest how it's done?

A simple neg scan set to Multiply, then mask out wherever you don't want the texture. Do a search on Flickr for 'free border' or 'free texture' for some interesting stuff.
Here's one I did t'other day:

Flower on one layer, texture/border on another, grain and colour balance on another.
