Are there any speculations as to when Canon will release a newer model of one of their Speedlights?
Would it be a good time to pick up a 580 EXII right now? I just don't want to buy one, then have Canon release a brand new and better one in 2 months.

Your attitude will paralyse you.
If Canon releases a 580EX III or a 620EX, or whatever, next week, that won't make the 580EX II any worse. It will still have the same capabilities and limitations it had when it was purchased. There are scores of 550EX units still out there, doing the job they were designed to do.
I bought my 20D about 3 months before the 30D was released. I'm still using it. And despite the fact that Canon has since released the 40D and the 50D, the quality of the images I produce is still limited mostly by operator skill.
Buy what you need, and get past the "But what if..." paralysis.

No, right now is not a good time to pick up a 580EXII, NOT because the next model is just around the corner, but because the rebates are over with just recently so the price went up.
