Stupid question but theres not much documentation with this at all.Just got Photoshop CS and I see all the talk about the raw coverter, but where is it?I heard it now has the ability to convert my 20D images, but I can't find it anywhere.
How do you know If you have it and where is it located?

Just open a RAW file in Photoshop as you would any other image file. The file will dispaly in the RAW converter window.
Also, be sure to download the 2.4 RAW updater from Adobe. Follow the instructions on Adobe's site on how to install it.

The version of Camera Raw included with Photoshop CS does not support the 20D yet.

You need to download and install the Camera Raw 2.4 update (http://www.adobe.com/support/downloads/detail.jsp?ftpID=2701) from Adobe. Just download it and follow the installation instructions and you should be able to open RAW files from your 20D just like any other image file.
