Adding news to an htm page

I'd like to put the top news items, just like it is on EE's index.php page, on my own separate index.htm page. Is there a neat little wrapper that can do that?

Also, I'd like to build a page that displays all news items on its own news.php page. Is that something I can do with EE?

Sounds like you are looking at the wrapping of EE into Mambo.
