You can skip step two...you don't need to press the shutter halfway to meter and lock exposure, just turn LCD on, aim, and press * to meter and lock.

Have you determined if doing this also locks the focus?

Don't see why it would, and can't figure out how to tell for sure...I'd say that you'd have to press the shutter halfway to lock the focus.
