Hi, I am trying to build a website for my photography and family stuff, does anyone know of a good website with free clip art and backgrounds? I would really appreciate it.

Here are a few suggestions.

Keep it Clean and Simple

Don't use textured backgrounds and clipart

What Eric said - clipart and backgrounds make any website horrible.

Just to make sure this gets home. No clip art and textured backgrounds.
Also no animated anything, and no flashing text.
no damn music
Limit yourself to three text styles maximum. We don't need to see every font in every size and color
Don't mess with frames until you really know what you are doing. And by then you wont want to.

I'd say design an ADA compliant site that is browser independant but that is probably taking things a little too far. :)

I just built one using Yahoo site builder. It was easy to use and lots of templates to chose from. Build it off line and upload it. Sites starting at $11.995 including domain reigistration. Go to yahoo.com and check their web hosting.
