I just read this on another forum. This guy went through the plan and found this tidbit:

$1.2B Tax Increase on DSLRs
This 150% import tax on Japanese manufacturers is aimed at suppressing basic demand. Two million jobs in the 35mm film industry are expected to be recreated over ten years by Kodak.

You should have read further down??? The first one was about the distribution of BB GUNS in urban areas.

That alone might have clicked, or maybe not...
