someone please help me understand this "flash speak" I've got no idea what it means!

" ...the flash reading was f16 at 100 joules at a distance of four feet"

I'm trying to learn about using flash, off camera lighting, etc. but obviously need to gain a basic understanding, I do not understand when people say a flash is at f5.6, f11, etc.-can anyone point me in the right direction?

What that means is that the flash (strobe) was set to 100 watt second and, at a distance of 4 four feet from the flash (strobe), the flash meter read f/16. In order to use that flash and get a good exposure of a subject that's four feet away from the flash, the camera needs to be set to f/16. The ISO set on the camera, of course, would also need to match that set on the flash meter.
