For some reason the lights come out sparkly like stars, i quite like it, but i thought you need a special filter to get that effect

I believe the stars are due to the small aperture - what aperture were you using?

Yes i think your right f20 and 30 Second Shutter
what f stop would be best for night shots, i happy with this result

Absolutely stunning shot. I would have never guess it was the same place. The light is so darn bright on the first one, hard to even see anything. the colors on the water are very pretty.
