if you attach a monopod to the 70-200 IS lens without the body, does it become a weapon?

The definition of a weapon lies in its use, not its construction, so the answer is "not intrinsically".
Wield it as a weapon, and the answer becomes "yes".

the monopod on its own could still make a handy 'night stick' should the need arise. But as xarqi said it is more how an item is used.

It's hard enough moving camera gear around without some PC idiot or security nut carrying on about weaponry made from camera gear :-(

Anything can be a weapon, and if your aware of all your surroundings you will no what you can use as one when and if needed.
