I'm planning to go to Hong Kong in the summer, and hope to take some nice night scenes, buildings and all the lights in the city. I currently have the 18-55 EF-S and 50mm 1.8. My budget for a lens (either new or used) is $200. Can I get much with that?

I'd say save your money. You'll probably find yourself using your wide angle 18-55 a lot (tonsa skyscrapers, the famous skyline view from TST.) Ooh! Get a tripod or at least a monopod.

The f/1.8 on the 50mm should serve your needs for night time shots. I've used 18-55 myself for night shots and as long as you get the right settings, you're sure to get a decent haul of snaps.

However, an investment for a tripod (nice Manfrotto ones are retailing at £150-£200/$180-$230) would help as that way you can crank up the ISO and the shutter speeds and get keep the camera steady with it.

Thanks, I already received a tripod as a gift (Velbon brand). Is it bad to crank up the ISO for nightshots? I've been told not to increase ISO unless necessary because it kills the image quality. What ISO setting would be appropriate for night shots?

There's some cracking night shots in the 50mm 1.8 thread. I'm v. jealous!!
