I'm a newbie, but here are my $0.02. I like the shot, but it seems a bit too "soft." The colors need to be sharper.

Try f/11? may be at f/22 it becomes soft. Where you using a tripod? May be when you took the shot there was a wind.
Oh also try using unsharp mask on GIMP or PS. Lets see how it looks :)

terrible, terrible wind. My tripod is pretty light weight, and considering the profile of the 17-55 2.8 it had to have moved in the 30seconds of exposure time. I want to try it on a calmer night.

Yep, that looks like camera motion for sure. Try a calm night -- it'll help with the reflections in the water too. Nice composition, so the location is just fine.

In my opinion, a 30 second exposure at f/22 seems unnecessarily long for shooting a cityscape at night. I'd try it again with a wider aperture and faster shutter speed. That will help with the camera shake too.

Considering the distance to the subjects, you can probably shoot that wide open without anything being out of focus (see http://www.tawbaware.com/maxlyons/calc.htm for depth of field calculations). You might want to stop down a bit to get to the best aperture for image quality for your lens (varies from lens to lens, and I don't know about the Tammy).

Just a slight quick bump would really affect the sharpness :(
