I saw this flower in a swamp. It stands only about five inches high. I don't know its name.

Nice close up. It might be some kind of Bistort, they like damp conditions.

Thomas from Germany has identified this plant for me:
English names - butterburr, pestilence wort, blatterdock, bog rhubarb, butter-dock, butterbur, sweet coltsfoot
German name - Pestwurz
Latin name: Petasites hybridus
In the Medieval it was used to heal the pest, this is the root of the German name.
It is still used for natural medication.
