Here is a pic of my 5 year old tom boy. She loves to ride her bike. She has ecezma on her neck and I can't seem to cover it photoshop elements 3.0, but I still learning the program. Any suggestions? This was taken with my 85mm prime. ISO 100 F2.2

Easiest thing would probably be just to airbrush it a bit. You could use the healing brush (if available in Elements). Otherwise, just ignore it. It's not really noticeable and she is a cute kid. Nice grab shot. Keep up the good work.
