I bought the 17-50 Tamron lens and I have a question about how to use it. I noticed that if I use it inside with no flash I get 2.8 fstop but If I go outside 200iso, no flash I get 5.0-6.5. I am going to shoot a small wedding and I want to take some shots of the bride with the background blurred out. How do I do this? I know I am doing something wrong.

what are the rest of your settings? What mode is the camera set to, and what camera is it? The more info you give the better the answers you'll get

I have that exact same lens, and am loving it!
Anyways, It sounds like you're using either the green box mode, or shutter priority. What you want is Aperture Priority (if you want to have the camera do some of the work), or pure manual for fine control.
