Mystery building

It sits right in front of the beach in Puerto Limon, the main port on the atlantic coast in Costa Rica.
It is an abandoned building , but with a certain beauty.

Interesting building, Freddy. Is the structure on top some kind of equipment (i.e. radar), or is it just there for looks?

the shot would be better with the sun behind you... the emphasis will then be on the building

No idea what it is. I asked some locals and nobody knew. I hoped some forum member could guess its purpose
