I'm not sure how to fix the issue you mention in Photoshop; but that sure us a cute little girl!

Adorable - seriously cheeky smile! For the PP you can use the healing tool for smaller areas, or if you want to smooth all the skin, the best technique I've found is to duplicate the layer, invert it, make it 'overlay' blending mode, then run a high pass filter (enough to the point you can see blemishes disappear), then run a gaussian blur to bring some of the skin tone/texture back, turn it into a layer mask and paint the softness onto the skin. (Sorry if that's a waffle/not clear!)
(Oh, and for dry skin I highly recommend Aqueous Cream, can ask for it in a pharmacy. I use it on my son and it's brilliant and costs next to nothing!)

Cute baby... You've desaturated her--looks ok, but I wonder what the original looked like.

For minor blemishes I like to use the healing tool.
Which I did here

Then I did some pping on your photo after I did the healing tool, just because I love to play :D

She is very beautiful. I think the healing brush and soften some of the skin would help
