That's why I wish the administrator allows us to upload 200K file, in that we can
change our picture size to 800*600 and quality at 60, and most picture can get
preferable effect from 120K to 180K file size.

Use photoshop or acdsee or any other software to shrink the size.

Been there many times myself (confused). When I save jpg in PS it lets me select the size with a slider just before it saves it. It does impact quality a bit but otherwise we impact the server badly and it is a free site. I try to save maybe 2 steps below a 100K image.
