Will a 1.4x converter increase the working distance on a canon 60mm macro? Where would you put it when using tubes, on the body or between lens and tubes?

Yes if you stick to the same magnification you had before or 1.4X the magnification at the same distance. You put the TC nearest the body. You will lose some IQ thought using it.
