What is best for beach shots on the California coast? Dawn light or dusk light? I figured mid-day light would be way to harsh. I will also be using two off-camera strobes with shoot-through umbrellas.

Well the sun sets over the water... so if you want a sunset behind your model go at dusk

Depends where on the coast? CA coastline doesn't go straight up/down (north/south). For example at Santa Cruz main beach sun will be lighting the model if you shooting from the beach in the evening. Now at half moon bay (1/2 hr up north), model will be back lighted by the sun at the same time.
