any suggestions on special effects software?

hi im new here.

i just bought a digital camera and just wondering , if you can suggest a photo editing software that can create special effects and easy to use.

i am looking for something like the used in kodak pictureplayground. they have a special effect their where they "Cartoonize" your picture with a click of a button.

photosuite by roxio

for $60 it is not nearly as powerful as photoshop or paintshoppro, but is very intuitive and easy to use, and does a beautiful job of fixing poor quality images and has many special effects, like cartoon, poster, warp, and lots lots more.
