Hi there - just got a new 20D - fantastic camera... but I am overxposing everything!!
Probably I am making a schoolboy error - but I have to learn somehow... b4 you ask I read the manual.... (pressed all the buttons too) - to no avail....
Problem is: exposure level meter is always on '+1'. I cant get it to go back to '0'. on page 84 of the manual it just tells you how to do braketing etc...
So how do I get it to go back to 0 from +1?

I suspect that you accidently set EC (exposure compensation) to +1. Make sure the on/off switch is turned all the way on and move the thumb wheel counter clockwise to get the meter back to the middle.

Told you it was a schoolboy error - thought I had tried all button combinations... obviously not!

Scott's suggestion is good.
When I got my newest camera, I fooled with it a bit and then took it out to shoot 50 frames or so. I noticed that everything was about one stop overexposed, so I was beginning to think that this camera was just very different. Then, of course, I noticed the offset due to exposure compensation. That was fixed before I had to do any serious shooting.
I also noticed that the metering mode will change exposure, which is what it is supposed to do. The camera can be only so smart, and the user behind the camera has to be smart enough to control it right.

IMHO it takes a long time to fully get used to using an SLR. While I can take properly exposed photos in most circumstances, I think it'll take about a year of regular use to get fully used to it.
